Borrowing Polices

Who May Get a Library Card
Library cards are issued to patrons of all ages living in living in Pinellas Public Library Cooperative municipalities, and the unincorporated areas of Pinellas County, and to nonresidents owning property/businesses within the area. Children under age 16 must have a signature of a parent or legal guardian.

There is no charge to obtain a library card for residents of member cities and unincorporated areas of Pinellas County. Issued library cards are valid at all PPLC member libraries for 3 years, then must be renewed every 3 years thereafter to keep patron information current.
 

Juvenile cards are issued to children under the age of 16. In addition, the following guidelines apply:

  • Children under the age of 16 must have a parent or guardian present who must provide photo ID with the current Pinellas County address.

  • Grandparents must be legal guardians to acquire a card for a grandchild. Legal guardians must show guardianship papers.

  • Library cards are issued to children 16 and older who can provide photo ID with their current Pinellas County address such as a Florida Driver's License or state ID.

  • The parent or guardian listed on juvenile accounts is responsible for all library fines and materials and understands that the child will have unrestricted access to all library resources, both in print and electronic format.

  • Adult Library cards will be issued to children 16 years of age and older who can provide a photo ID with their current Pinellas County address such as a Florida Driver's License or state ID.

 
Reciprocal Library Cards
Library card holders from neighboring counties such as Pasco or Hillsborough County can sign up for a Reciprocal Borrowing library card valid at any Pinellas County Library. ​
  • To qualify for reciprocal borrowing privileges, patrons MUST have or obtain a library card from their home county library system, bring in their card, and provide a valid Florida Driver’s License or Florida Identification Card with their current address. If the picture identification does not indicate the patron's current address, alternative proof of address must be presented.  

  • The barcode from the patron's home library card will be entered into East Lakes's database, giving patrons the flexibility of using one card at both their home county and Pinellas County library branches.  

  • Items checked out at Pinellas County Libraries must be returned to Pinellas County Libraries. 

  • A PPLC library card will not be issued to reciprocal patrons.​ 


Reciprocal borrowers do not have access to eBooks/eAudiobooks, museum passes, library databases or special collections through PPLC.
Lost Cards 
Patrons are expected to report a loss card in a timely manner. All member libraries will accept a driver’s license to access a patron account until a new library card is issued. The replacement card fee is $1.00.
PPLC Visitor Cards
PPLC Visitor Cards are available for purchase for patrons who do not qualify to obtain a resident card and do not live in a reciprocating county.  
  • Visitor cards are $25.00 for three months or $50.00 for six months. 
  • A white paid card is issued, and the card can be used at all Pinellas County libraries. 
  • Patrons who are purchasing a 3-month or 6-month visitor card must show a current ID, but do not have to show any documentation with the address they are staying at locally.
 
PPLC Annual Fee Cards
Residents of cities that have not joined the Pinellas Public Library Cooperative may apply for library cards at the cost of $100.00 per household.
  • These cards are white and are good for a period of one year from date paid. 
  • Each member of the household may get a card provided their identification shows the same address.
  • A written receipt will be provided to the applicant to submit to their municipality for reimbursement:
 
Fines and Fees 
There are no overdue fines at PPLC Member Libraries effective October 1, 2021.*  After 10 days overdue, your account will be blocked, the items presumed lost, and the account will be billed for the cost of the outstanding items plus processing fees. However, accounts will be unblocked and fees removed when items are returned in good condition. For more information on this policy please see the PPLC Fine Free FAQ page.

*This does not apply to items from the Gizmo & Gadgets collection - If a gizmo or gadget is returned late, the borrower is responsible for a late fee. This late fee is $1 per day and is capped at $10.

A cumulative account balance of $5.00 or more owed at one or more Cooperative library will result in the suspension of borrowing privileges at all Cooperative libraries.

Lost or Damaged Item Policy
  • For lost or damaged items, the full replacement cost plus a $6.00 processing fee is assessed.
  • Damaged materials or materials with lost parts will NOT be checked in but will be returned to the owning library for fee determination. The owning library will be responsible for notifying patrons of any charges imposed.
  • We do not accept replacements for lost items. Lost items must be paid for in full at the time of the transaction. 
  • No refunds will be given once an item is paid for.
  • We cannot accept book donations in lieu of fees.
